Halloween Killer Victim's Mother — Wisc Atty Gen Joshua Kaul 'Not There for Me,' 'Doesn't Care,' 'No Help'

A view of Amory Street near Rose Avenue in Fond du Lac,
Wisconsin Saturday November 4, 2017. Lisa Ann French
disappeared from this area on Halloween in 1973. Her body
was discovered a short time later on McCabe Road, northeast
of Fond du Lac. The French family fights to keep the killer
safely away from the community year after year.

Democrat Attorney General Joshua Kaul Should Be Booted from Office

"You want some help to find out what's going on, and he (Joshua Kaul) doesn't help. He don't care about the victims."
 — Mother of victim of Halloween killer

Commentary

Madison, Wisconsin — "People in Fond du Lac and around the state still recall how the little trick-or-treater's brutal death changed forever how they think about Halloween," reads the Fond du Lac Reporter in 2017.

The story is about the nine-year-old murder-molestation victim's Mother and her family's struggle to protect their community and achieve some manner of peace.

The Halloween killer of 1973 lives forever in the Fox River Valley.

I grew up in Fond du Lac, Fondy, and it still gives me pleasure to think of Bob's Pizza, Joe's Fox Hut, many friends and the word, Proust.

But there is another side to Fond du Lac, the Halloween Killer of 1973. Craven politicians like Attorney General Joshua Kaul, who could not care less about victims and their lifelong fight for justice.

As the killer Gerald Turner was almost released, Attorney General Kaul failed the Mother of Lisa French, as reference in a TV spot, while Fond du Lac County District Attorney Eric Toney provided support and effective advocacy.

Kaul is the Democrat creation of Clintonite Democrats who view crime victims and the wrongfully convicted as little people who do not count except as pawns in Democrats' repulsive quest for power.

Now, Kaul is drawing justifiable anger for his despicable blowing off the Mother of the nine-year-old girl killed and molested by Gerald Turner.

The Mother in return is the object of Democrat social media trolls for whom people, whether they be Mothers of crime victims or the wrongfully convicted, do not exist for Wisconsin's Democrat Attorney General and friends.

The trolls brand anyone criticizing Kaul as "unhinged," while neglecting even one word of support for Ms. French.

Democrats are the worst, if it were in my power, I would vote them all out of office.

System Choice — Power to Direct State Violence Is Discretionary, Political and Vicious

The once exonerated Steven Avery faces
his most malicious enemy in the
Democratic Party and a corrupt
Wisconsin Judiciary that has abdicated
its duty to act with impartiality. Damage and
destruction are the aims against Avery
and his nephew who have committed a
mortal sin in Wisconsin: Fighting back
against state violence and corrupt cops.
SPIRITS Goya sneered at malevolent clergy
in Hobgoblins.
Madison, Wisconsin — In Wisconsin, human rights workers fight for the innocent — brutalized by liars populating offices of district attorneys, attorneys general and seemingly an entire state judiciary — yet these same human rights advocates often labor under delusion.

This delusion is that the criminal justice system and the judiciary function in an intellectually honest, non-political fashion objectively finding facts, doctrine and application of law like detached, non-political agents of pure epistemology, so dedicated as to approach hard science.

Lunacy. Worse, it's a lie.

While not every Wisconsin district attorney is a verminous Ken Kratz (driven from law and Wisconsin), or an odious Vince Biskupic (a sitting judge!), nor is every cop a Matt Kenny (still a Madison cop) or Mark Wiegert (still a sheriff) or a cold-blooded killer Stephen Heimsness (sponging off Madison people as he claims he was traumatized for killing the innocent Paul Heenan), misconduct and malignant action of cops and prosecutors incur little costs, commonly garner professional awards, and win plaudits from most judges.

Put another way, cops will kill, and prosecutors will destroy life; and the judiciary, best understood as a cult of high  clergy, will stamp its imprimatur as agents of the Sovereign, smiling down on imprisoned slaves of the state like black-robed kobolds, diminutive "goblin-like creatures with short-tempers and a mischievous spirit."

See, for example, Wisconsin sitting County Circuit Judge Vince Biskupic: "[J]ust stay away from anything to do with [Vince] Biskupic. He will pull you into this (a homicide charge). You have nothing to do with it. He doesn’t care about you or your kids," a lawyer warned an innocent, lest she become another victim of Wisconsin injustice.

And that was before Biskupic became a Outagamie County judge, and before he resigned in scandal as Outagamie County District Attorney.

Scandal and crime rarely disqualify for service in Wisconsin's criminal justice system.

The Judiciary

Widespread faith in the state and federal judiciaries persist no matter deceit.

This may be changing.

As judicial supremacists in the United States Supreme Court have decided women no longer possess autonomy over their own bodies and no longer have liberty to choose whether they have children, millions of Americans are asking, who the hell do these justices think they are? Monarchs?

It's a good question, but one that up to now was more likely to be brought up by Sidney Powell than the Democrat establishment.

The question of judicial supremacy especially as embodied in the federal judiciary that routinely overrides the will of Congress and the presidency on liberty questions, per Court caprice or service to favored interests, has been staring America in the face for a long time.

Civil disobedience is only now becoming widespread.

During COVID 19 that spurred a body of law governing citizen behavior on public health grounds, sheriffs the nation-over stated as Racine County Sheriff Christopher Schmaling said, "state law does not have the power to supersede or suspend the Constitutional rights of American citizens" (WISC-TV).

Racine's Schmaling and others were not going to let laws or any judge intrude upon liberty (Washington Post, The Guardian).

Following the heroic leaking of the draft Supreme Court opinion eviscerating reproductive liberty enshrined in Roe v. Wade, (Politico) (Dobbs v. Jackson Women’s Health Organization), Democrat prosecutors across the nation raced to declare they will not prosecute women under existing state laws defining abortion as a criminal offense (Washington Post). See Thomas E. Dobbs, State Health Officer of the Mississippi Department of Health, et al., Petitioners v. Jackson Women's Health Organization, et al. No. 19-1392.

Wisconsin Attorney General Joshua Kaul (D) declared his office will not investigate or prosecute woman or doctors for abortion 'offenses.' Further, Kaul is discouraging district attorneys and law enforcement throughout the state from enforcing an 1849 ban on abortion.

Putting aside why Wisconsin Democrats did not legislate away this ban in 2009 when Democrats had unitary control of state government, Kaul said on social media this week that his determination to protect women's choice would be fought on several fronts, including the courts, "We must speak out against this effort to erode Wisconsinites’ freedom. If the Court abandons precedent and Roe falls, we must fight to protect reproductive freedom—and our other freedoms—in Congress, state legislatures, and state courts."

Human Rights

Disobedience of Court-sanctioned lawlessness is a healthy development for human rights.

Justice Clarence Thomas, the face of judicial malignancy, commenting on the Roe opinion leak, said people must "live with outcomes we don’t agree with" or the judiciary is imperiled.

Really? In Thomas' view, there is no recourse once the judicial kings and queens have spoken. It's how Thomas and his friends view the Court.

The United States Supreme Court is poised to issue an edict that women are no longer masters of their own bodies, and following the release of this information, Thomas reasons we have to "live" with it.

We can hope that recent disobedience to what Thomas terms an "outcome" will be the beginning of massive civil disobedience, transparency from the Court, and resulting reform that will include mandates that every oral argument, judicial memo and correspondence be revealed to the American people in as close to real-time as possible.

The institutional narcissism and unparalleled arrogance of the judicial branch, working for the police and totalitarian movements needs to come to an end.

Wisconsin Got What It Wanted — Systemic, State Violence, Administered by the Badger Judenrat

Wisconsin Democrats administer the carceral state that sees
innocents swept off the streets and warehoused in prison,
and administrative bail-probation-parole complexes.
Municipal and other Judenrat are rewarded handsomely.
Madison, Wisconsin — The attempted destruction of the European Jews stands as the beginning of modern world history.

But not because of the defeat of totalitarianism and anti-Semitism as political systems.

Not because by-standers, compliance, and acting out of convenience in the face of moral horror became imprecatory to human affairs.

Totalitarianism won. Hate won.

The Judenrat won.

The fight continues, but the proposition that human beings retain rights to life and liberty is a sick joke to anyone with a fleeting understanding of American post-war foreign policy and the modern domestic police state.

Prison-state America has destroyed countless lives, and the best one generation offers now is to cancel people on social media not anointed of their taboo morality and contrived, ahistorical understanding of America and its inception.

Tens of thousands of municipalities have become mini-police states, some of the modern-day Judenrat becoming so enamored of their offices of authority, local police load up with military weapons, and face down imaginary threats to the community, in self-defense of course.

Domestically, and Wisconsin is a paradigm, many statist Democrats erected a police-prison state that shamed the cause of liberty and made the 'progressive state' the worse place to be black and brown in America.

Police roadblocks, William Rehnquist was right jurisprudence has dominated Wisconsin Democratic Party politics for decades, though ultimately as least roadblocks and show-me-your-papers operations were rejected by voters, putting Democrat Kathleen Falk out of political business.

Who could be stupid as to not realize black and brown people doing nothing except driving do not want and deserve encounters with police as a condition of driving? Wisconsin Democrats.

Democrats are back at it of course, and any acclamation of the Fourth Amendment is met with suspicion by police-state Democrats.

It used to be reasonable to believe that Democrats like Gov. Tony Evers (D), Attorney General Joshua Kaul (D) were simply clueless about what police do to harm black and brown people.

This is folly. You meet a cop on the road, and your life is at risk.

This is the way Democrats want it.

Community outrage continues today against such recent police killings in Wisconsin of Paul Heenan (Schenider, The Capital Times (2013)) (killed by Madison Police Officer Stephen Heimsness who resigned in June 2013 (Erickson, Wisconsin State Journal), Tony Terrell Robinson Jr. in Madison (Dean, The Capital Times), Michael Bell in Kenosha (2004), and Dontre Hamilton in Milwaukee (Luthern, Milwaukee Journal-Sentinel; Mal Contends). Too many victims to list. See also Paul Gottinger in CounterPunch.

Democratic judges are aligning with the disreputable Democratic-led Dept of Justice to keep an innocent man, Steven Avery, in prison.

Until Steven Avery and his equally innocent nephew, Brendan Dassey, are free, I will never cast a vote for any Democrat again.

Meanwhile, police repression continues in Kenosha, in Milwaukee, Wauwatosa, the whole god-damn state of Wisconsin.

The Wisconsin Dept of Justice announced it is looking for a new head of the Division of Criminal Investigation (DCI).

Don't worry, I'm sure the Democratic-led police operation will find the perfect man for the job.

Someone who can reliably implement solutions well.

Illinois Champions Brendan Dassey in Assuring Ban on Police Lying to Children to Obtain False Confessions

Wisconsin Gov Tony Evers Keeps the Innocent Dassey in Prison

Madison, Wisconsin — Illinois state legislators are so appalled at the police practice of lying to juveniles to trick children into uttering false confessions that the state is on the verge of passing a ban on deceptive police interrogation practices, (Daily Herald).

Reports Raymon Troncoso: "The Illinois House unanimously passed a bipartisan juvenile justice reform measure Saturday that outlaws the use of deceptive interrogation techniques on minors," (Daily Herald).

In fact, some legislators were incensed by the Brendan Dassey Wisconsin case that they say this grotesque injustice put their support for the ban over the top.

Reports Troncoso:

Rep Jim Durkin (R) said he was initially skeptical of the legislation but was moved toward supporting it after speaking to legal experts from the Innocence Project. According to Durkin, what finally put him over the edge to sponsor the bill was learning about the case of Brendan Dassey while watching the Netflix series 'Making a Murderer.'

'It was very clear to me that there was coercion and deception that was levied upon a 16-year-old Wisconsin resident, Brendan Dassey,' Durkin said. 'It became also very clear to me that this 16-year-old did not have the mental capacity to understand his Miranda rights, nor the capacity to waive these rights.'

Meanwhile, in Wisconsin Democratic and Republican law enforcement joined forces to use deception and lies to goad Dassey into uttering words presented as a confession in 2007.

And to widespread disappointment, Gov Tony Evers (D) denied Brendan Dassey' petition for a commutation and pardon in 2019.

Dassey was falsely convicted of murder in 2007 after being preyed upon by Wisconsin law enforcement in the persons of Mark Wiegert, (current Sheriff of the Calumet County Sheriff's Office), Tom Fassbender (Wisconsin DoJ, Division of Criminal Investigation investigator (Ret)), sex offender and disgraced prosecutor Ken Kratz and dozens of other collaborators in law enforcement.

So, Illinois is appalled by the Brendan Dassey injustice, but Wisconsin is not.

Not Wisconsin Attorney General Joshua Kaul (D), not Wisconsin Gov Tony Evers (D), not one Wisconsin Democratic Party elected official.

Today, we demand Gov Tony Evers (D) pardon the wrongfully convicted Brendan Dassey in the interest of justice.

Below is a repost of a piece from 2020.

Madison, Wisconsin — There is a special place in infamy for the bystander.

Brendan Dassey is in a Wisconsin prison; he is demonstrably innocent, but lives in a state with many perpetrators and more bystanders ensuring the wrongfully convicted remain behind bars.

So, Dassey works for his freedom, his life.

Dassey and Steven Avery are featured in the Emmy-winning documentary series, Making a Murderer.

The series resulted in a worldwide campaign of supporters who work for exoneration of two clearly innocent men.

No judge who has heard Dassey's case believes he is guilty.

No cop believes in Dassey's guilt, though no Wisconsin cop will state this publicly — ever.

Two Wisconsin cops worked in bad faith — Mark Wiegert (current Sheriff of the Calumet County Sheriff's Office), and Tom Fassbender (Wisconsin DoJ, DCI investigator (ret)) — and ripped into a 16-year-old with an I.Q. of 70, and a severe language impairment, ultimately leading to the false conviction for first-degree intentional homicide, mutilation of a corpse, and second-degree sexual assault in 2007.

The Flight of Moloch - by William Blake
Happy Mothers Day, as we remember
Barb Tadych for delivering her son to
Wisconsin law enforcement.

Dassey was easy prey for Wiegert and Fassbender.

The prosecutor, Ken Kratz, who called himself a "dick" in 2016 (for real), self-described as suffering from narcissistic personality disorder and multiple drug addictions, was driven from the district attorney's office in 2010 after multiple allegations of sexual harassment and sexual assault came to light, after which he was driven from the Wisconsin legal profession altogether in 2019.

In the Dassey injustice, defense of Ken Kratz binds Democrats and Republicans here: A commitment to defend wrongful convictions at the hands of unethical and dishonest law enforcement.

Kratz' wife mocked and taunted Dassey's alleged conspirator, Steven Avery, in Feb 2019 in a tweet, now removed:

Writes Kratz:

One can garner much about the police culture of Wisconsin from this one tweet from an unhinged hick.

Consider this shared objective of destroying innocent life, a depraved devotion that cries out for constant challenge.

Last year a member of Dassey's defense team, Seth Waxman, advocating for a pardon or commutation for Dassey from Gov Tony Evers on Oct 2, 2019 in Madison, said, "I have never had a case that has troubled me more than this case, that has kept me awake at night, that makes me anxious and sad. And that's because I know that Brendan Dassey is innocent."

No word came from Evers before or after Oct 2019.

Then, came Evers rejection of Dassey's bid for a pardon in Dec 2019, the news hidden in a press release just before Christmas, though Evers did manage to land a shot at Dassey, knowing he would get the news while retaining expectations about the holidays.

Ken Kratz and his ilk in the Manitowoc and Calumet County sheriff offices, have a friend they may not have counted on: Wisconsin's new Attorney General Josh Kaul (D).

Josh Kaul's office through co-counsels Mark Williams, Thomas Fallon and others is carrying on the crusade against Steven Avery and Dassey with the same lack of ethics and regard for law that defined the tenure of Kaul's three predecessors in the Wisconsin Dept of Justice.

In the medical profession, practitioners are expected to carry out the spirit of an oath that demands doctors be healers, not destroyers.

Among police and prosecutors, there are no such strictures governing police conduct demanding no innocent be harmed or harassed, assaulted, defamed, arrested and imprisoned. In the Dassey and Avery cases, Wisconsin law enforcement destroyed evidence, then defended destroying evidence.

Among police, and its civilian collaborators, mission-critical imperatives are to protect police. The public is a free-fire zone and in warped police culture, the police cult perpetrates predictable brutality.

The type of individual, double-high authoritarian and anti-intellectual, who wants and self-selects to be a cop is capable of anything.

And all of law enforcement and politicians remain complicit in their silence.

Evers could help correct a grotesque injustice with a stroke of a pen today.

The decent who fight for Brendan Dassey's exoneration will never quit.

World's Worst Mother, Barb Tadych, Fed Innocent Son to Police Tree Jumpers

Billboard in Manitowoc Demands Pardon for
Wrongfully Convicted Brendan Dassey. Gov
Tony Evers (D) is vested with unlimited power
to grant clemency for any or no reason under
Article V, Sec 6 of the Wisconsin Constitution.
Innocent Man in Prison — Everyone Knows

Update Sept 2, 2021: Supporters of Brad Dassey, step son of the infamous Barb Tadych, in Manitowoc County say the world's worse mother still wants her step-son incarcerated for criticizing her alleged abuse.
Corruption County, Manitowoc County, is reportedly offering a fine against Dassey for writing the truth about his step-mother.
The deranged mother who offers her children to Manitowoc County police to be incarcerated wants step-son, Brad, in prison because he defeated Tadych in a civil suit on First Amendment grounds.
Tadych says an unenforceable retraining order, now vacated, may have been violated. The Manitowoc County District Attorney's office is rightwing and out-of-control and is helping Tadych, who looks to the office to help incarcerate her step-son.
The next plea hearing is scheduled for October 15, 2021 at 11:30 am.

Wisconsin DA Set to No-charge Kenosha Cop for Mayhem, Attempted Murder — Cop Shot Black Man Seven Times in Back in Broad Daylight, in Middle of George Floyd Protests

Update: Democrat District Attorney Michael Graveley: No charges against Kenosha cop.

Madison, Wisconsin — During the Spring-Summer Black Lives Matter protests following the murder of George Floyd, Kenosha police had a message for black folks and their allies: Black lives do not matter, we can do anything.

The message was delivered Sunday night, August 23, 2020, by Kenosha cop Rusten Sheskey who opened fire, point-blank and shot Jacob Blake seven times in the back.

Mr. Blake had apparently reasoned that the human garbage populating the Kenosha Police Dept didn't see Blake as human, so he walked away after he attempted to break up a fight one Summer night. Blake was right.

Since the municipal murder club sprung into action, the two major political parties have fled the Black Lives Matter movement like folks were one black man in a tee-shirt walking down the street.

Wisconsin Attorney General Josh Kaul (D) has signaled he'll cover up Kenosha police misconduct in his announcement, even choosing a discredited, retired police chief to review the Dept of Justice white-washing cop Sheskey's attempted rub-out.

The DoJ has been offering public updates on its investigation clearing the Kenosha cops, though the Dept is supposed be neutral and objective. It's not. The DoJ is effectively a public relations firm for police.

As noted here in late August, the Wisconsin Dept of Justice will complete its investigation of Kenosha cop, Rusten Sheskey, and clear him, Noble Wray will sign off, whereupon Kenosha District Attorney Michael Graveley will decline to prosecute for major felonies.

This is Wisconsin, and it is racist to the bone, and it loves its police destroying black lives, maiming black lives, charge-stacking, defaming, and so on. It's sport and a career for police here.

Jacob Blake's family and friends know this.

The DoJ exists for cops, is staffed by cops, breaks the law for cops and will deliver the report within days that allows the Kenosha District Attorney to clear the would-be murderer of any wrongdoing.

Severing a spine, it's all good, mayhem is okay if the right person is maimed.

Graveley, a racist who gets bi-partisan political support, loves prosecuting black people, but would never touch a cop, no matter how outrageous the conduct. (See, for example, Harvard Crimson and the absurd case of Chrystul D. Kizer).

Screw over enough black people, and law enforcement will make you prosecutor of the year.

The DoJ won't wait to release its investigation in its entirety. No.

The DoJ will release its report drip-by-drip, half-truth by half-truth to conduct a public relations exercise in an attempt to clear would-be murderer Rusten Sheskey.

The clear-Sheskey project has already begun, (DoJ. Kenosha Officer Involved Shooting, Aug 26 2020).

In tone, language and shading of facts, the DoJ wants to clear the name of another racist and corrupt Wisconsin law enforcement agency.

For example, the victim, Jacob Blake, did not "[admit] that he had a knife in his possession," as the DoJ Aug 26 press release states.

Mr. Blake informed the police in answer to a routine question that he legally had a knife in his car. This is not a capital offense.

Nothing — not a severed spine, wrongful convictions, destroyed lives — will stand in the way of the mission of the DoJ to clear the police of any crime, of any act.

Don't believe me? Watch the coming days.

Drip-by-drip, no statement will be released by the DoJ that supports prosecution of Rusten Sheskey, racist piece of human garbage.

This is Wisconsin, people, and they hate "niggers," to use a charming Wisconsin colloquialism.

The Wisconsin Attorney General Joshua Kaul (D) released a press statement Aug 24, reading in part:

Wisconsin Attorney General Josh Kaultoday released the following statement regarding the Wisconsin Department of Justice (DOJ) Division of Criminal Investigation (DCI) led investigation into the officer-involved shooting in Kenosha on Sunday, August 23, 2020.

'The Wisconsin Department of Justice is vigorously and thoroughly investigating yesterday’s officer-involved shooting in Kenosha. As with all investigations we conduct, we will unwaveringly pursue justice in this case.'

I hope for a full recovery for the man fighting for his life. He and his family are in my thoughts, as is the entire Kenosha community.'
Bullshit. I know Wisconsin. Black folk are perceived as menace just for being alive.

Rusten Sheskey knows this.

Tales of Wisconsin Police Chiefs

Madison, Wisconsin — The future of policing in America seems as bleak and hopeless as the Vietnam War in 1969.

That's because police presented as reformers still abstain from recognizing and publicly characterizing the most vicious acts perpetrated upon the citizenry, and thus our republic.

Madison, Milwaukee and Minneapolis instruct.

The Madison Police and Fire Commission decided to reject the advice of human rights groups, and instead selected a new police chief in open defiance of community concerns of racism, and perceived adversarial posture of cops and police unions (The Capital Times, Community Response Team, Madison Wisconsin (Facebook)).

In Milwaukee, a corrupt judge, Milwaukee County Circuit Judge Christopher Foley, reversed the Milwaukee Police and Fire Commission's decision to demote an authoritarian Police Chief, Alfonso Morales.

Morales is threatening federal litigation to get as much money out of Milwaukee tax-payers as possible, a pursuit joined by police political forces bleeding the beleaguered city best known for segregation and criminal police (Racine Journal-Times).

In Minneapolis, the new police chief, Medaria Arradondo, says he want to build trust between cops and the very community that cops have abused, but says nothing about making the department worthy of that trust (Minneapolis Star-Tribune).

Arradondo calls the George Floyd suffocation murder at the hands of racist cops, "tragic," writing "in the wake of the tragic death of George Floyd ... ."

This passive-voice noting of a police killing reads as though George Floyd died at the hands of benign, third-party circumstances, and not the murderous organization Arradondo has led since 2017.

Arradondo does not take responsibility for what these cops did or acknowledge his own role in cultivating the human garbage in blue.

Meanwhile, in Madison retired Madison Police Chief Noble Wray has been picked by the Democrat Wisconsin Attorney General Josh Kaul to determine if the racist Kenosha cop Rusten Sheskey's shooting Jacob S. Blake seven times in the back merits criminal charges, after reviewing the Dept of Justice investigation by cops, for cops, (Wisconsin DoJ).

Not one of these administrative cops have any moral authority. Not one has accurately described what police have become in American society: Murder clubs, and right-wing political machines feasting on the community with violence.

The time for reforming police is over.

One step away from the unacceptable status quo is a new policy mandating that cops will not administer cops locally, and will not investigate cops for the simple reasons that cops cannot be trusted, should not be trusted.

Only civilians with records of human rights and civil liberties work are capable of stopping this brutal and violent force that tries to emulate a military organizational force and views citizens as objects.

Ken Kratz and his ilk in the Manitowoc and Calumet County sheriff offices, have a friend they may not have counted on: Wisconsin's new Attorney General Josh Kaul (D).

Josh Kaul's office through co-counsels Mark Williams, Thomas Fallon and others is carrying on the crusade against Avery and Dassey with the same lack of ethics and regard for law that defined the tenure of Kaul's three predecessors in the Wisconsin Dept of Justice.

Wisconsin Attorney General Picks Cop Defender, 'Company Man,' to Review Probe of Killer Kenosha Cop

Update: Madison Police Chief Noble Wray's cops were vicious punks who knew that Wray always had their backs for whatever they did to the public. See Madison Bartender: 'The police almost killed this guy.'

Madison, Wisconsin — Attorney General Josh Kaul (D) signals he'll cover up Kenosha police misconduct in his announcement that he  chose a retired police chief to review the Dept of Justice investigation of Kenosha cop Rusten Sheskey's shooting Jacob S. Blake seven times in the back.

Kaul said he chose retired Madison Police Chief Noble Wray to review the DoJ mandated probe at the request of Kenosha County District Attorney Michael Graveley (D), (Wisconsin Dept of Justice).

Using Wray as a consultant puts a black face on the expected coming no-charge decision. The appointment of Wray follows weeks of the DoJ releasing shaded facts and half truths to justify a no-charge decision against the racist cop Sheskey.

Wray's Troubled Tenure

Wray served as police chief from 2004-13, overseeing the Madison Police militarization, including the notorious new normal killing-first policy that drove Mayor Paul Soglin to defeat in 2018.

Noble Wray's tenure includes his steadfast defense of the infamous 2012 police killing of Paul Heenan.

Wray specifically defended the racist cop Stephen Heimsness' killing of the innocent Heenan.

Writes Madison human rights activist, Amelia Royko Maurer:

Kenosha D.A. Gravely and AG Josh Kaul have chosen former Madison Police Chief Noble Wray to review the Jacob Blake investigative file. They’re doing this because they believe that Wray’s identity alone will pacify those within the Black communities of Wisconsin who have been protesting Blake’s murder. They are doing this so they can say “how can the exoneration of Blake’s murderer be racist if it was done by a Black man?”

While a nice man, Chief Wray is the least objective and impartial person they could have found for this review. He is a “company man” through and through. Let’s briefly review who Chief Wray is and some of what he did here in Madison.

Chief Wray clearly wishes to make a name for himself as a police oversight expert and so it makes sense that over the past year, Wray lobbied against the Civilian Oversight Board (that won’t employ former MPD officers) claiming it wasn't necessary since we have the Police and Fire Commission knowing full well the two are completely different entities with different functions and under different jurisdiction.

Chief Wray also tried to convince the Madison Common Council that the Internal Monitor (that can’t be a former MPD officer) was unnecessary and would cause friction between the chief and the mayor.  As two separate chiefs and one expert in civilian oversight put it “if the chief has nothing to hide, the have nothing to fear.”.  But Chief Wray had a lot to hide so it makes complete sense for him to have advocated against civilian oversight and objectively impartial oversight period.

Chief Wray was Madison’s police chief in 2012, when Paulie Heenan was murdered by then Officer Steve Heimsness. Wray, being anything but objective, exonerated Heimsness in the media a couple days after Paulie was murdered and a full month before the criminal investigation was complete. Half of the Madison Police Department thought Heimsness was going to jail but Wray told me 8 times (because I asked him 8 times) that he trusted our lives in Heimsness’ hands.  He refused to allow an external review of the criminal investigation. He found Heimsness to be honorable, honest and good. He said this knowing that Heimsness had been accused of hazing a female officer and lying about it - a case he was forced (by that same female officer, Sarah Mackasey) to reopen after exonerating Heimsness. Only then did he find 118 reasons to fire Heimsness including but murdering an unarmed man wasn’t one of them.
The list of Heimsness’s offenses include stealing, hazing, saying racist things, harassment, making statements about murdering people and hours before he murdered Paulie he wrote that he was "the right cop for the wrong job, no witnesses, no problem.”  Much of what  he got in trouble for was written on the police messaging system. His behavior and Wray’s negligence in oversight led to the destruction of an officer's job.

The Madison chief prior to Wray had a policy for reviewing the police messaging data system but Wray had discontinued it. He didn’t seem to oversee or manage much actually and any progressive steps towards shifting power away from punitive responses to restorative ones were ones that he was forced into.

Sometime in 2013, retired Captain of Training and Personnel Chief Maples called Wray out for failing to promote any BIPOC or women in general to meaningful positions. He had flanked himself with conservative white men and did little to make the department safe for anyone else.

This all being said, we have a presidential election coming up, racism is a hot topic for the candidates and this is currently the most high profile case in the country. Also, Blake survived. Wray doesn’t take risks where the gain isn’t obvious to him and it is much safer for Law Enforcement, the AG, the DA to find an officer in the wrong if the victim is still alive and in this case, hiring Wray takes the pressure off of the DA and Kenosha’s Chief. Wray might have more to gain in finding the officer at fault but whatever decision he does make will be about what he has to gain from it and not justice, at all.

Other cops who worked in Wray's regime — Justin Bailey, Gary Pihlaja and Matt Kenny — later gunned down Ashley DiPiazza in 2014, and Tony Robinson in 2015.

Wray never issued a public statement objecting to any Madison police killings.

Noble Wray is putting on a show now; he will give his imprimatur to another sordid story of Wisconsin law enforcement.

UPDATE: Kenosha Officer-Involved Shooting
Sep 21 2020

KENOSHA, Wis. Wisconsin Attorney General Josh Kaul and Kenosha County District Attorney Michael Graveley today provided an update regarding the investigation of the officer-involved shooting (OIS) of Jacob Blake.

At DA Graveley’s request, AG Kaul has identified a consultant to review the investigative file and provide the district attorney with an analysis of the incident. DA Graveley and AG Kaul agree that having such an analysis prepared for the district attorney’s consideration will serve the interests of justice in this case. The consultant identified by AG Kaul, who is being retained by DA Graveley, is Wisconsin native and retired Madison, Wis. Police Chief Noble Wray.

The shooting of Mr. Blake has been vigorously and thoroughly investigated. At this time, the Wisconsin Department of Justice (DOJ) Division of Criminal Investigation (DCI) is in the final stages of its investigation, and it will soon provide the investigative file to Chief Wray. While investigative files from DCI’s investigations of OIS cases contain reports regarding the relevant facts, they do not contain charging recommendations.

The next phase in this case will be Chief Wray’s review of the file and preparation of his analysis. Chief Wray’s analysis will assist the district attorney in his review of the facts and their relationship with standard law enforcement practices as he makes a charging decision.

“At the request of DA Graveley, I have identified an independent expert who can help ensure a just outcome in this case,” said Attorney General Kaul. “Noble Wray is a longtime Wisconsin resident and a widely respected retired Madison Police Chief who has extensive experience in law enforcement, including experience at the national level as a police reform specialist for the U.S. Department of Justice.”

When DCI is the lead investigating agency of a shooting involving a law enforcement officer, DCI aims to provide its reports of the incident to the prosecutor within 30 days. In this case, the prosecutor has directed that those reports be forwarded to a consultant for review and analysis. Following review and analysis by the consultant, the prosecutor will confer with the consultant, review the reports of the investigation, and then make an independent determination about what charges, if any, are appropriate. If the prosecutor determines there is no basis for prosecution of the law enforcement officer, and no other circumstances prevent the release, DCI will thereafter make the reports available to the public.

DOJ has previously provided the following information:

On the evening of Sunday, August 23, 2020, Kenosha Police Department officers were dispatched to a residence in the 2800 block of 40th Street after a female caller reported that her boyfriend was present and was not supposed to be on the premises.

During the incident, officers attempted to arrest Jacob S. Blake, age 29. After the initial attempt to arrest Mr. Blake, Kenosha Police Officer Rusten Sheskey deployed a taser to attempt to stop Mr. Blake. When that attempt failed, Kenosha Police Officer Vincent Arenas also deployed his taser, however that taser was also not successful in stopping Mr. Blake.

Mr. Blake walked around his vehicle, opened the driver’s side door, and leaned forward. While holding onto Mr. Blake’s shirt, Officer Rusten Sheskey fired his service weapon 7 times. Officer Sheskey fired the weapon towards Mr. Blake’s back. No other officer fired their weapon. Kenosha Police Department does not have body cameras, therefore the officers were not wearing body cameras.

The shooting officer, Kenosha Police Officer Rusten Sheskey, has been a law enforcement officer with Kenosha Police Department for seven years. Kenosha Police Officer Vincent Arenas has served with Kenosha Police Department since February 2019, with prior service with the United States Capitol Police Department. Also present was Kenosha Police Officer Brittany Meronek who joined Kenosha Police Department in January of this year.

During the investigation following the initial incident, Mr. Blake admitted that he had a knife in his possession. DCI agents recovered a knife from the driver’s side floorboard of Mr. Blake’s vehicle. A search of the vehicle located no additional weapons.

Law enforcement immediately provided medical aid to Mr. Blake. Flight for Life transported Mr. Blake to Froedtert Hospital in Milwaukee.

DCI is leading this investigation and is assisted by the Federal Bureau of Investigation (FBI), Wisconsin State Patrol and Kenosha County Sheriff’s Office. All involved law enforcement are fully cooperating with DCI during this investigation. The involved officers have been placed on administrative leave.

DCI, along with the FBI, have completed the following as part of the investigation:

    Conducted 88 witness interviews,
    Collected 102 evidence items,
    Downloaded 28 videos for review,
    Issued 4 search warrants, and,
Dedicated over 600 hours working on this case as of Saturday, August 29, 2020.

DCI is continuing to review evidence and determine the facts of this incident and will turn over investigative reports to a prosecutor following a complete and thorough investigation.

No additional details are currently available.

Please direct all media inquiries regarding this incident to DOJ.

Wisc DoJ, Kenosha Police Union Launch PR Campaign for Killer Cop as Press Descends on Kenosha

Message to National Press on Racists, Rusten Sheskey and Kyle Rittenhouse and Kenosha

Updated - Madison, Wisconsin — As the nation bears witness to the Kenosha carnage in advance of Pres Trump's Tuesday tour, some features bear notice: Wisconsin law enforcement: They lie; not just garden-variety lies, but mission-critical lies in the worst state to be black and brown.

Municipal, County, State Patrol, Capitol Police, Dept of Justice [Division of Criminal Investigation (DCI)] — multi-generational institutions perfect lies in police reports, statements at 'crime' scenes, press conferences, testilying, investigations of police conduct, defaming, bad-mouthing citizens (our brothers and sisters) and as we know, mayhem and attempted murder by police.

Name a situation in which a cop communicates and he will soon lie; no act is too petty or too vicious and inhuman for police here and candor will not precede or follow. Sever a spine, eviscerate a black man, it's all in a day's work for police who retreat to their cult, knowing their police union and in Kenosha, Democratic Party officials, will lay down cover.

The Kenosha Police union is in full-out attack mode against Jacob Blake, and you can bet they are not consulting anyone but police when they put out their propaganda.

Wisconsin is racist, certainly among the worst states in this all-American enterprise.

Kenosha stains the nation because its racists are more open about their antipathy of black people and ostentatious in their disdain for the press, civil liberties and human rights.

It's the way it is. Don't take my word, national press; seek background from Wisconsin criminal justice litigators and scholars, though it is not considered politic to state the above facts on the record.

Better yet, ask anyone who is black in Kenosha, Wisconsin. If you're a journalist from out-of-state, literally walk up to any random black person anywhere and ask if police are racist and dishonest.

This is a bi-partisan misinformation project, apartheid and slow-motion Holocaust project, and of course Republicans are the worst statewide, not so in Kenosha. Democrats dominate City and County government, though the leading clown, the sheriff, is a Republican, like most cops.

Some of the primary law enforcement liars at work against truth and black people are, (in no particular order) heavy Democratic Party hacks:

Attorney General Josh Kaul (D) - This little turd is a particularly fetid example of a liar. By the way, this site is working with advocates for the wrongfully convicted Steven Avery and Brendan Dassey featured in the Emmy-winning Making a Murderer. Kaul abides blatant law breaking by his staff. With respect to Kenosha, Kaul's dept is already laying the groundwork for the no-charge against the racist Kenosha cop as the Division of Criminal Investigation (DCI) handles both public relations and crafting the case for why the racist cop should not be charged, discarding its statutory mandate to work as objective investigators. Kaul worked as federal prosecutor in Baltimore before moving back to Wisconsin. but Kaul sees no racism, and police can do no wrong, not in Baltimore, not in Kenosha.

Kenosha Police Chief Daniel Miskinis - Miskinis runs the police department as a white-power militia, under color of law, viewing with suspicion any citizens of a dark hue. Miskinis has already exonerated his police for maiming Jacob Blake, and for offering aid and comfort to the racist killer and aspiring cop, Kyle Rittenhouse. He instead blames curfew violators for being murdered by Rittenhouse. Human rights and civil liberties groups are calling for the immediate resignation of Miskinis and Kenosha County Sheriff David Beth.

Miskinis is hostile to the idea of liberal democracy and he enjoys the political support of Kenosha Mayor John Antaramian (D), a steady force against black people in a city that arrests church member in broad daylight for bringing water and food to this despicable bin of racists.

Kenosha County Sheriff David Beth - Like Miskinis, Beth fantasizes that black people should disappear and be warehoused away, as noted prominently in the Washington Post.

CNN reported on this racist, David Beth:

David Beth addressed reporters in January 2018 following the arrests of five people for shoplifting at a Tommy Hilfiger outlet store in Pleasant Prairie, Wisconsin, and a high-speed chase that led to their arrests.

At least four of the suspects were Black, according to jail records. The fifth suspect was a minor, the sheriff's department said in a statement.

'I'm to the point that I think society has to come to a threshold where there's some people that aren't worth saving,' Beth said at the news conference a day after the incident, according to CNN affiliate WTMJ. 'We need to build warehouses, to put these people into it and lock them away for the rest of their lives.'

Kenosha County District Attorney Michael Graveley will decline to prosecute Kenosha's racist cop Rustin Sheskey. For Graveley, Kenosha cops like Sheskey are one of theirs'.

Graveley, a racist who gets bi-partisan political support, loves prosecuting black people, but would never touch a cop, no matter how outrageous the conduct. (See, for example, Harvard Crimson and the absurd case of Chrystul D. Kizer).

When Gravely last ran for election, he fed his bi-partisan support, including from David Beth, to local media. From the Kenosha News:

Graveley, named last week as Wisconsin Prosecutor of the Year by Attorney General Brad Schimel, said he will run as a Democrat. In a bipartisan show of support, County Executive Jim Kreuser, a Democrat, and Sheriff David Beth, a Republican, both strongly endorsed Graveley.

Kreuser and Beth described Graveley as a strong advocate for crime victims and a friend of law enforcement.
Screw over enough black people, and law enforcement will make you prosecutor of the year here.

Then, there's the Kenosha Mayor John Antaramian, a Democratic Party pol, who provides cover and political support for the whole Kenosha mad-dog operation.

Antaramian will never call for the resignations of the more open racists, Beth and Miskinis. They have a nice tax payer-funded game going and they watch each others' back, as they shoot black people in the back.

Kenosha County Exec Jim Kreuser
(D) will do nothing and say nothing to advocate for black folks and human rights.

Black lives don't matter here. Trump wants this news trumpeted, more loud chaos, more graphic death. Democrats want this reality quiet, warehouse blacks away, but do it quiet, make Kenosha look peaceful and friendly.

Don't look for police press conferences for candid anwsers, if Kenosha cops decide to actually conduct them in the face of mounting national ridicule.
