CONTRACTS

NAVY

General Dynamics Electric Boat, Groton, Connecticut, is being awarded a $432,031,808 cost-plus-fixed-fee modification to a previously awarded contract (N00024-16-C-2111) for fiscal 2018 lead yard services and development studies and design efforts for Virginia-class submarines.  This modification provides lead yard services for Virginia-class submarines that will maintain, update, and support the Virginia-class design and related drawings and data for each Virginia-class submarine, including technology insertion, throughout its construction and post shakedown availability period. The contractor will also provide all engineering and related lead yard services necessary for direct maintenance and support of Virginia-class ship specifications. In addition, this contract modification provides development studies and design efforts related to the Virginia-class submarine design and design improvements, preliminary and detail component and system design, integration of system engineering, design engineering, test engineering, logistics engineering, and production engineering. The contractor will continue development studies and design efforts related to components and systems to accomplish research and development tasks and prototypes and engineering development models required to fully evaluate new technologies to be inserted in succeeding Virginia-class submarines. Work will be performed in Groton, Connecticut (94.7 percent); Quonset Point, Rhode Island (4.2 percent); and Newport, Rhode Island (1.1 percent), and is expected to be completed by December 2018. Fiscal 2018, 2017, 2012, 2015, 2013, 2014 and 2016 shipbuilding and conversion (Navy) funding in the amounts $23,180,838, $19,818,336, $15,730,868, $8,354,837, $6,618,909, $6,316,586, $4,534,612; and fiscal 2018 research, development, test and engineering (Navy) funding in the amount of $18,570,951, totaling $103,155,342 will be obligated at time of award; and fiscal 2017 research development, test and evaluation funds in the amount of $29,405 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

PAE Applied Technologies LLC, Fort Worth, Texas, is being awarded $64,669,679 for modification P00059 to a previously awarded cost-plus-fixed-fee contract (N00421-14-C-0038) to exercise an option for range engineering, operations and maintenance services in support of the Naval Air Warfare Center Aircraft Division, Atlantic Test Range and the Atlantic Targets and Marine Operations Division.  Services to be provided include system operations, laboratory and field testing, marine operations and target support, engineering, range sustainability, maintenance, data reduction and analysis.  Work will be performed in Patuxent River, Maryland, and is expected to be completed in December 2018.  Fiscal 2018 research, development, test and evaluation (Navy); fiscal 2018 operations and maintenance (Navy); and working capital (Navy) funds in the amount of $27,920,366 will be obligated at time of award, $2,415,146 of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Bell Boeing JPO, Amarillo, Texas, is being awarded an $18,000,000 indefinite- delivery/indefinite-quantity, cost-plus-fixed-fee contract for technical analysis, engineering and integration services in support of the V-22 aircraft platform.  Work will be performed in Fort Worth, Texas (50 percent); and Philadelphia, Pennsylvania (50 percent), and is expected to be completed in December 2022.  No funds will be obligated at time of award.  Funds will be obligated on individual task orders as they are issued.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-D-0103).

Mayo Clinic, Rochester, Minnesota, was awarded a $9,500,000 indefinite-delivery/indefinite-quantity contract for the Technology to Enhance Warfighter Performance and Capabilities program.  Work will be performed in Rochester, Minnesota, and is expected to be completed Dec. 30, 2022.  No funds will be obligated at the time of award.  No funds will expire at the end of the current fiscal year.  This contract is a sole-source award procured under an Office of Naval Research Request for Proposal, dated June 13, 2016.  The statutory authority permitting other than full and open competition is title 10 U.S. Code 2304(c) (1); and Federal Acquisition Regulation 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirement.  The Office of Naval Research, Arlington, Virginia, is the contracting activity (N0001418-D-7001).  Awarded Dec. 4, 2017

Fluor Enterprises Inc., Greenville, South Carolina, has been awarded a $261,139,543 modification (P00002) to contract W912DY-18-F-0003 to provide construction services for all aspects of restoration of electric power to Puerto Rico. Work will be performed in various locations in Puerto Rico, with an estimated completion date of April 18, 2018. Fiscal 2018 Department of Homeland Security funds in the amount of $261,139,543 were obligated at the time of the award. U.S. Army Corps of Engineers, Huntsville, Alabama, is the contracting activity.

Lewis Engineering Co.,* Marshall, Texas (W15QKN-18-D-0021); and Medico Industries Inc.,* Wilkes-Barre, Pennsylvania (W15QKN-18-D-0022), will share in a $28,000,000 firm-fixed-price contract for the acquisition of 60mm and 81mm body tubes and tail cones. Bids were solicited via the Internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 4, 2022. U.S. Army Contracting Command, New Jersey, is the contracting activity.

GPM Inc.,* West Alton, Missouri, has been awarded a $15,000,000 firm-fixed-price contract for furnishing all labor, equipment, operators, supervision, supplies and materials and incidentals necessary to perform vegetative management, mowing and turf maintenance. Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 4, 2022. U.S. Army Corps of Engineers, St. Louis, Missouri, is the contracting activity (W912P9-18-D-0001).

Inter-Coastal Electronics Inc.,* Mesa, Arizona, has been awarded a $12,099,805 firm-fixed-price foreign military sales (Qatar) contract to fabricate, test, qualify, produce and deliver Longbow Apache Tactical Engagement Simulation System mission essential hardware and spares to support home station collective training in Qatar, and to provide in-country new equipment training, three years of contractor logistics support and depot repair and return . One bid was solicited with one received. Work will be performed in Mesa, Arizona; and Al Udeid, Qatar, with an estimated completion date of Nov. 29, 2022. Fiscal 2018 foreign military sales funds in the amount of $12,099,805 were obligated at the time of the award. Leidos Inc., Reston, Virginia, has been awarded an $11,664,071 modification (P00003) to contract W911W4-17-C-0009 to maintain command, control, communications, computers and information management services in support of U.S. Army Intelligence and Security Command; and Army G2. Work will be performed in Fort Belvoir, Virginia; Arlington, Virginia; Shaw Air Force Base, South Carolina; Huntsville, Alabama; Kuwait; and Belgium, with an estimated completion date of April 30, 3018. CORRECTION: A Sept. 12 announcement of a $180,000,000 contract to provide design-build, construction, and medical repair and renewal services for medical facilities, systems, and equipment at government medical facilities located throughout the U.S., Alaska, Hawaii, and U.S. Territories, originally omitted Kirlin Builders LLC, Rockville, Maryland (W912DY-18-D-0010), due to a protest of the initial contract award. All other information in the announcement was correct.
