DEFENSE LOGISTICS AGENCY
Oshkosh Defense LLC, Oshkosh, Wisconsin, has been awarded a maximum $71,702,293 firm-fixed-price, indefinite-quantity contract for various motor vehicle parts and accessories. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). This is a three-year base contract with two one-year option periods. Maximum dollar amount is for the life of the contract, including options. Location of performance is Wisconsin, with a Nov. 27, 2022, performance completion date. Using military service is Marine Corps. Type of appropriation is fiscal 2018 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7LX-18-D-0016).
LVI, Pendergrass, Georgia, has been awarded a $7,583,207 modification (P00027) exercising the second one-year option of a three-year base contract (SPM1C1-14-C-0002) with four one-year option periods for warehousing, storage, logistics and distribution functions. This is a fixed-price with economic-price-adjustment contract. Location of performance is Georgia, with a Dec. 1, 2018, performance completion date. Using customers are Army and Defense Logistics Agency. Type of appropriation is fiscal 2018 through 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
NAVY
L3 - Interstate Electronics Corp., Anaheim, California, is being awarded a $45,417,856 cost-plus-fixed-fee, cost-plus-incentive-fee contract for flight test instrumentation engineering services and support. Work will be performed in Anaheim, California (56 percent); Cape Canaveral, Florida (27 percent); Washington, District of Columbia (4 percent); Kings Bay, Georgia (3 percent); Norfolk, Virginia (3 percent); Bremerton, Washington (2 percent); Laurel, Maryland (2 percent); Silverdale, Washington (2 percent); and Barrow-in-Furness, United Kingdom (1 percent), with an expected completion date of Aug. 1, 2020. If all options are exercised, work will continue through April 1, 2023. The contract contains options, which if exercised, will bring the contract value to $195,624,931. Fiscal 2018 weapons procurement (Navy) funds in the amount of $34,273,546; fiscal 2018 operations and maintenance (Navy) funds in the amount of $1,155,000; fiscal 2018 other procurement (Navy) funds in the amount of $718,700; and United Kingdom funds in the amount of $555,095 are being obligated on this award. Funds in the amount of $1,155,000 will expire at the end of the current fiscal year. This contract was a sole-source acquisition in accordance with 10 U.S. Code 2304(c)(1) and (4). Landscape Management Systems Inc.,* Tumon, Guam, is being awarded a $9,823,855 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N40192-15-D-9008) to exercise option three for base operations support services at Naval Base Guam; and Naval Support Activity Andersen, Commander Joint Region Marianas. The work to be performed provides for all labor, supervision, management, tools, material, equipment, facilities, transportation and incidental engineering and other items necessary to accomplish all work to perform ground maintenance and tree trimming services. After award of this option, the total cumulative contract value will be $46,462,500. Work will be performed at various installations in Guam, including but not limited to, Naval Base Guam (75 percent); and Naval Support Activity Andersen (25 percent). This option period is expected to be completed November 2018. No funds will be obligated at time of award. Fiscal 2018 operations and maintenance (Navy); fiscal 2018 family housing operations and maintenance (Navy); and fiscal 2018 Navy working capital contract funds in the amount of $6,790,364 for recurring work will be obligated on individual task orders issued during the option period. The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.
AIR FORCE
Honeywell International Inc., Glendale, Arizona, has been awarded a $10,524,256 cost-plus-fixed-fee contract to conduct innovative research and development. The contract provides to develop a low noise, high sensitivity vibrating beam accelerometer. Work will be performed in Glendale, Arizona, with an expected completion date of Feb. 20, 2025. This contract was a competitive acquisition and 5 offers were received. Fiscal 2017 research and development funds in the amount of $90,340 are being obligated at time of award. University of Dayton Research Institute, Dayton, Ohio, has been awarded a $9,800,000 cost-plus-fixed-fee contract for reusable hypersonic vehicle structures research and the development of improved technology. Work will be performed in Dayton, Ohio, with an expected completion date of Nov. 20, 2020. Fiscal 2017 research and development funds in the amount of $9,800,000 are being obligated at time of award. Provatek LLC,* Tampa, Florida, has been awarded an $8,469,694 modification (P00006) to a previously awarded contract (FA8750-16-C-0180) for rapid attack detection, isolation and characterization systems evaluator to provide for additional exercises and tests developed to be run on the performers' software. The modification brings the total cumulative face value of the contract to $12,493,001. Work will be performed in Tampa, Florida, with an expected completion date of July 31, 2020. Fiscal 2017 research, development, test and evaluation funds in the amount of $375,000 are being obligated at time of award. Air Force Research Laboratory, Rome, New York, is the contracting activity.
Applied Technology Associates, Albuquerque, New Mexico, has been awarded a $7,982,012 indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee completion task order for research and development required by the integrated structural systems program to produce resilient space structures. Work will be performed at Kirtland Air Force Base, New Mexico, with an expected completion date of Dec. 20, 2020. Fiscal 2018 research and development funds in the amount of $86,850 are being obligated at time of award. This contract was a sole-source acquisition. CORRECTION: The contract announced on Nov. 27, 2017, to General Atomics Aeronautical Systems Inc., for $17,461,954 has not yet been awarded (FA8620-18-F-2366).
ARMY
Technica LLC,* Charleston, South Carolina, was awarded a $25,729,001 modification (000465) to contract W52P1J-12-G-0018 for logistics support services, including maintenance, transportation, and supply support. Work will be performed in El Paso, Texas, with an estimated completion date of Dec. 2, 2019. Fiscal 2018 operations and maintenance (Army) funds in the amount of $3,930,583 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.
TRAX International Corp., Las Vegas, Nevada, was awarded an $18,407,303 modification (P00215) to contract W9124R-09-C-0003 for non-personal test support services. Work will be performed in Yuma, Arizona; and Fort Greely, Arkansas, with an estimated completion date of Jan. 31, 2018. Fiscal 2018 research, development, test and evaluation funds (subject to availability of funds) in the amount of $18,407,303 were obligated at the time of the award.
